How do you teach someone to whistle????

I was in this predicament when my father whistled in front of my nephew (2years old) and he started mimicking him (my father) with frustration since nothing seems to happen when he tried whistling.
His frustration was somewhat comedic to all of us since he was begging us to teach him (in broken child words) but no one could really do it.
So, how do you teach someone to whistle anyway??

I have just the thing
Make whoever you are tyring to teach look in a mirror and say the work "Poo"
tell them to remember the shape of their mouth when they said that word. Now,
tell them to gently suck in air creating a lower note of whistle. Gently blow
the air out AT CONSTANT SPEED to create a higher note.
PRACTICE! PRACTICE! PRACTICE!
