Have You Encountered The Money U Withdrawn from ur Paypal Been Reverse Back?

Its my first time to withdraw my funds in my paypal account and transfer the money to my Bank Account after 2 days my status was COMPLETED. Ive'd waited it for 7 days, but today i received an email that my requested withdrawn amount was denied due to Invalid Bank Account Information. How Come? When they VERIFIED already my Paypal Account by using my Eon Card from UnionBank and deducted $2 for verification fee. Which means my Bank Info and my Paypal Info matches already. Before i receive their email today i called my bank yesterday and asked them if their is a transaction going on between them with paypal from my account. But they told me theirs nothing yet. Did paypal just pretend that they are processing my requested money transfer then at the end they will tell me it was reverse due to invalid bank account information, so they can get profit from me coz every denied transactions thats for Php 250. The amount that i requested thats $110, they only returned me $98. Is this how POOR their service is? Or they are scamming People? If you encountered same situation PLEASE share it with me and how you handle it? Thanks in Advance it would be a big help. Chester
