4th recorded attack (this year 2009) mentioned the suspect was seen arguing with a couple before the attack.
any suggestions to address this?

perhaps the extremely fast-paced life in HK is a possible cause ..it seems the stress levels gets so high that some people are pushed into limits of tolerance ...
Though it seems in the long run, kindness will heal any urge to harm others ... perhaps the people who are related to attackers ... r.g. family members and friends or colleagues could reach out to them and perhaps do something e.g. a word of assurance that kindness, not hate is the only way to life ...
