What's your tipping philosophy?

I've been a server on and off for ten years. It amazes me that some people will gush over how great the service and food was, but then tip 5%. (Please keep in mind that I do work in the US where many servers make less than minimum wage as base pay, thus survive on tips)
How do you tip? Were you taught about tipping? Should it be common sense?

Less then minimum wage as base pay? That isn't legal... anyways, I know loads about tipping, I usually try to keep it around 20-25%, I know what it takes to make a good meal and provide service for folks, and I know how tough it can get when it is busy. And some people just don't understand.

It is legal in many states. I made $2.83/hr in PA. If a job has tips as its main income, minimum wage is permitted to be less.

It is illegal to pay less then minimum wage in all of Canada. Tips are NOT guaranteed income, can't use them on loan applications of any sort. Makes it tough for servers to buy houses and that kind of stuff.
Tipping is based on service, I am just a very nice guy, I have never been in the trenches so to speak, but I have been a cook for a very long time.
