Money missing from Paypal Account?

One of my friend have something like 20 dollar left in in his account when he last check. He have not done anything for the last couple of months. Now when he login to his account it is empty. What?, he havent done any traction. I suggest him to check transaction record and there are none between the last transaction until now. Does paypal have a monthly fee now?
