if a person misuses the 999 or 911 service, should the be imprisoned ?

Hello all,
I was just wondering what people thought about the abuse of the emergency helplines.
I recently read an article about a man in Manchester UK who left his expensive jacket behind him on the bus and rang the Police to help in the recovery.

That is pretty ridiculous but I think that the prisons are full enough with murderers and such to waste space in them with idiots like him. I do think he should be heavily fined and made to do community service. I think he should have to pay for any police time if the police were dispatched for him.
