Employment for locals

Many countries has started applying law now that jobs should prefer local peopel only.What you people think is it fair for others who are living in different countries may be willingly or not.
Is that locals have all knowledge of every job?

I think some level is good but should not applied as whole.
In this way the matter of cost will also affect the country's economy further.
Because its the global era and the competion has become global and even if a company only depends on locals then may be some time it can not get the professional they are really looking and even then they have to pay more. So cost will exceed and in gloabal market sustainability will be down for that company and will direct affect the employees and indirectly country.
So What i think there must be a balance.
