Seriously speaking, I haven't tried withdrawing money from paypal with an unverified account. But i have heard people saying that they are able to withdraw money from an unverified paypal account. However, there were restrictions put on it later and the limit was reduced to zero, Os i am not very sure if you would be able to withdraw the money from paypal to your bank account now. However, you can get your account verified by linking your debit card or bank account with your paypal account. Linking your credit card is also an option. Actually, I tried getting it verified by linking my banka ccount first, but it didnt work for me. So, i finally linked my Credit card and got it verified.

you can received money to paypal but you can't withdraw and transfer it to your ank account if its not verified. you must verified it yet using your credit card or debit card that have electronic visa and mastercard on it as long as theres a remaining balance in the card coz they will deduct the amount during verification and they will send you a 4 digit code after 4 to 5 days. if via debit card. call the bank for the code, ask them if theres info from paypal and that you want to get the code. if via Credit card then same thing. call them to check the code. if you dont have any of those then try the VCC or virtual credit card. its actually a prepaid credit card and you can buy it online. you can make payment through money transfer and etc.
