how would you improve public education?

personally, i think the government should be left out of the equation. salaries should be conditionally based on the performance of the teacher, and not a set income. this would reward and encourage the excellent teachers, push out the mediocre, and never even give the inadequate a chance. teachers should also have the authority to teach beyond standardized tests and make learning an individualized experience. what do you think? how would you improve public education?

I like the point of keeping government out at least any thing higher then state but the local gov. should have some say. Let me play devil's advocate or a second what would prevent the teachers from pushing out slow learners? I think the grade system should be eliminated not A,B,C,D and F but first second and third ect. let the child learn at his passe to a point if he is good in math let him move ahead and if he need to work more on history or what ever that's cool to. But ultimately it the patients that need to take charge and stop blaming every one
