Council bills driver for damage caused to read in an accident

Anyone else seen this? A biker was involved in an accident caused by a sheep wandering onto the road, and the local council has billed him for repairing the damage caused to the road in the accident. Apparently it's standard procedure.
Nice to see how compassionate our local councils are.

It's normal practice. The sheep literally have right of way. Something to do with common ground - can't remember exactly.
Where I'm from in the UK, the sheep live on the moors. They cross the roads on a regular basis - usually when you least expect it. They are a hazard but those that live in the area know this so drive accordingly.
That said, a friend of mine ran into one last year. It literally leapt out with no warning. His car was wrecked (it was only a little Fiat) and he stupidly sought the owner - who then sent him a bill for the sheep.
Crazy :)
