Horrifying HIV vaccine "tested" on HUMANS!!

It's all over the news today.
Scientists in Thailand have created and tested the most successful HIV vaccine to date.

"In what is being called the world's largest HIV vaccine trial ever, researchers found that people who received a series of inoculations of a prime vaccine and booster vaccine were 31 percent less likely to get HIV, compared with those on a placebo."
This comes as seemingly excellent news on the fronteir fight against HIV/AIDS.... or DOES it?
My question is this. Who are they testing this vaccine on? Any high school graduate knows that vaccines are taken as a preventative measure against a certain disease. A vaccine is not a CURE for people who are already infected.
In order to test this vaccine, they must first inject it into a human being... then infect that human being with HIV.
This fine line of logic has been somewhat glossed over in the main stream media. Here I found an interesting tidbit of information:
"Fifty-one people in the vaccine group eventually contracted HIV, compared with 74 in the placebo group."
You are telling me that 100 people were intentionaly infected with HIV in order to "TEST" this vaccine???
I am ALL for HIV and AIDS research. I pray that one day they find a cure this terrible virus.
But useing human beings as guinea pigs???
Am I the only one who is outraged??

No, it is undoubtedly a statistical study; x% of population contract HIV in y years without vaccine or with placebo but only x/z% contract...

I can't speak for Thailand, but here in the US, clinical trials are done with volunteers, carefully monitored, and they NEVER inject you with the virus later to "see if it worked".
I've done several clinical trials and they're pretty easy money (yes, they even pay you!). In fact, I'm still doing one right now for a vaccine for shingles. This vaccine is already approved for over 65, but now they're testing it for younger people. I also did one for smallpox, I got paid $600 to do it.
Having said that, I wouldn't volunteer for an HIV/AIDS vaccine. First things first, I'm not in the right demographic. There are very strict standards about who is going to test the vaccine, and generally those would be people who are at risk already. Now, when they test a vaccine for West Nile, I'll be one of the first in line!! You should SEE the mosquitos here, and they're vicious!
So, you shouldn't be outraged unless more information comes out, something like the people in the trial weren't volunteers. OK?
