I would simply tell you to practise, practise and practise. The more you speak the more fluent you'll become. Speaking a foreign language is more difficult than writing it because when you speak you're immediately judged but when you write, you're able to edit and correct your mistakes. Try speaking to yourself first if you're not comfortable speaking to others. Once you're comfortable, then find a friend who also wants to improve his English and speak to each other in English and correcting each other when necessary. Do this more and more until you feel really confident you can speak to someone outside your comfort zone like to a shop assistant or a clerk at the counter. You can also start by watching more English programs on tv and copying their language. Then practise speaking.
