Some countries doesnt allow other people into their country! Why??

Their are some countries today that doesnt allow other people to enter their country Just like Lybia, were Lybia Gov jail and execute people that are trying to cross to anoder country! I think why some countries hate others is because of crime and other bad Attitude that is been posses by the strangers! Nobdy wants to welcome a criminal to his/her home or country! I love to visit Italy but Africa men who goes there for visit never bolder to come home, they stay there and make their money! Can't we make money in our own country? What is your opinion so far?

I am in Italy.
We have a problem with illegal immigrants arriving by the boat load trying to land here.
There are not enough jobs for the Italians so there is no way there could be enough work for all of those people trying to come here too.
It is not all due to the crime rate, though that could soar if these people were allowed to stay and then discovered there is no work for them.
