What happens if direct referrals limit has exceeded??

hi all, i was wondering..what will actually happen if direct referrals has exceeded (mostly in PTC sites)? I mean..some people have plenty of traffics to their website, those visitors would just sign up under them, then it will exceed the amount. Will the ptc site delete his/her account, let it be, or they won't allow any more people to sign up under them?

If you have a limit of say 10 referrals and you refer an 11th member they will simply be put into the pool of available referrals for the site to rent out. If you want to refer more members and earn from them you need to upgrade your account.
The purpose of the referral limit is to encourage members to upgrade their accounts which makes the site more money.

I can't understand why referrals should be limited in number... This sounds like a silly limitation, since if the member brought the downline, why should he not profit for it?
