Flotation devices (formerly "floatation")

It seems there are lots of plastic recyclables that can become flotation devices.
The 1, 1.5 and 2-liter plastic bottles can be tied together to become a flotation device.
This topic is inspired by the trends of flash floods such as in Taiwan, and in Sept 27, 2009, the Philippines.
Perhaps a 10-liter or even 5-liter flotation device is enough to keep one's nose above the water?

...it's about surviving floods, right ?
I guess life-jackets and rubber boats are indispensable during floods.
Although in the long-run, it seems planting 5 trees for every new-born child is a long term solution.
