i think there is not the real best about different linux distro but considering there are much and deals with different use i think you must consider which one is useful for you!
Normally debian and derivates are user-friendly good for a personal use but not only...other distro as suse, redhat are suitable for business needs and slackware for programmers and linux enthusiasts...there are also much more..so normally you choose and proof which one is really for you!!

Actually, when it comes to linux there is no best linux. It is open source and its kernel can be modified. So the best linux for you would be the one that you build youreself by modifying the kernel to suit your needs and hardware.
Other than that, I will advice for Ubuntu linux. It is easy on system resources, fast, virus free.

according to me PCLINUXOS is the best as its very user friendly.. comes with all necessary software's, consumes only around 2.5 GB or you can use it without installing(1 CD) ,has most of the compilers so you wont face any problem while installing 3rd party software's..

Maybe there is no best Linux distro, but the distro that suit you best.
Personally i use Debian.
Think about what features u need first then u can choose one distro.
that my opinion.
GOOD LUCK.
