Is PTC Wallet a Scam?

I became a member of PTC Wallet Paid to Click program. They are paying $0.10 per click which is unbelievable among this type of programs. But the question is whether this is another scam or a ponzi scheme as sustaining at this rate looks impossible looking at the rates they charge for advertisers. Only thing which makes this site different is it looks very professional and this too could be part of the scheme. Therefore, is there anyone who has actually been paid by them? I am planning to wait and see whether they would actually pay before upgrading my account.
