It is noticed that the Christian women are not wearing Head cover as laid down in the Biblical rules laid down for them.It amounts to going against God' commandment, what is your view on this.?

You must be referring to 1 Corinthians 11:5,6.
Notice that the scripture is referring to women who "pray or prophesy" needing to wear a head covering. To put it in context, the previous verses are discussing the principle of headship -- that man is head of the woman, Christ is the head of man, and God is the head of Christ. So the woman is being told to wear a head covering to show her subjection to this theocratic order.
I am a Christian woman, and if I give a prayer or otherwise take the spiritual lead in the company of a baptised Christian man, I wear a head covering in obedience to this verse. I'm very happy to do so and I don't feel it demeans me at all. But the verse is not saying to wear head coverings all the time. Verse 15 refers to a woman's hair as being a glory to her; God would not intend for her hair to be covered all the time!
However I know many religions, as you have noticed, ignore that Biblical command. However they also ignore numerous other Biblical commands simply because they don't feel like obeying. So we shouldn't be surprised. Religions which actually do what God has asked of them are extremely rare; in fact, I have found only one which fulfils all the criteria :-)
When I was a child, we had cousins who were Pentecostal. I remember my cousin telling me with great authority that Catholics could not be "The True Church" because they called their priests "Father", and the Bible said not to call men "Father" (except obviously your own Dad!!).
I remembered that, and as I got older I applied that guideline of "obedience to the Bible" to a great many religions as I looked into them. They all fell down one place or another; usually in many places. But at last I found the Truth...
