How to check referrals ?

Hi all wise guys out there :)
I am the moderator on different PTC sites hosted by buxhost.My Admin's are paying even cheaters because they are not checking for cheaters or they don't know how to check.
Share your experience about these questions :
Q1. Being an Admin, how can i check that either the referral is a bot or human ?
Q2. How do i know that a person having 100 referrals from the same country, is not cheating me ?
Q3. If this possible that the person has so many referrals from different ip's and he's still cheating me !!??
Please share your thoughts, or admin will go frustrated and dump the site soon.

First and fall what type of script you using ? if it is PHP i can do it for you. but for that you have to do some coding if it is not inbuilt.
second if you using php script then from where you get that script. you make that script own or you purchase it from somewhere.
if you have purchase that script from some where then ask them they will do it for you. with the script you should know the IP address of the members, you can also know their country, and you can also block your members from one ip one user basis.
and if it is self made script then i can work it for you. i will make the coding for you to solve this problem.

I don't know much about the script but i think its php.
you can go to buxhost.com and demo their script.
If a user is having an ip like 172.16.0.22
and another user having an ip like 172.16.0.55, does this means that he is using the same ip to create multiple accounts ??

I think you can check your referral into your earnings. It is posted their the person rating and it means the person is actively participating in the discussions.
