When you are face to face with the running escaping thief, do you have the courage to stop him? What will you do in this kind of situation?

It depends on the situation. If I think I can overpower the thief then I would surely stop him. But if I cannot, then I would not. But I will try to check out his route so I can tell the authorities where the thief went through.
