Only law can give us freedom? Your opinions?

Yesterday, I met such a quote about freedom--"Only law can give us freedom." (Johann Wolfgang von Goethe, one of the key figures of German literature and the movement of Weimar classicism in the late 18th and early 19th centuries.)
From where I stand, all men are equal before the law. But sometimes, we are forbidden to do someting by the law, such as pursuing the real freedom and the law can only limit our freedom not give us more freedom.
Have you ever heard of the quote? What's your opinion about it? What's the relationship between law and freedom? Thank you.

MY opinion is only law can give and protect freedom.
As far as i am concerned,both equal economic and political rights are the base of freedom,and only law can provides public deserved equal rights.
As for sometimes we may be restricted by law,but perhaps only in this way can protect other's or more people's rights.
