Hair Style Question

I'm a guy, for the most part I just run a brush or comb through my hair. Wash it a couple times a week. This question is more for Christmas. My picture is from the summer when my kids were here in July. I am going to try something I haven't as of yet. I've let my beard grow and though it is gray and almost white, it isn't white. I am looking for people who have experience coloring and bleaching their hair. What is the easiest, cheapest, and safest way to turn my hair white? To get a Santa look.
