Is it good to give funds?

Most probably all are committed themselves to give funds, if anything happen to people due to floods, earthquake or something like that. But my question is whether the given fund reaches the destinated place? Is the funding process takes place genuinely? How many of you accept the funds are perfectly reaches the victims?
