hi, There are lot of tools for web designing.for photo editing there is lot of tools and for creating animations also there is lot of tools.from one tool it's is not to create some beautiful web designing try to learn more than one.

You can get different tools online and even when you go for buying any hosting account then you can get those tools also by the provider company some time. but as a professional i prefer Dreamweaver. it is not just a tool , it is also an IDE for many development environment, and for dynamic i prefer to go with mostly Visual studio IDE of microsoft.
