I have two different paypal accounts, a free one and a business one. The only thing that you need to have the different ones is to have different e-mail addresses for each one and different bank accounts to have them verified. The IP address does not make a difference.

You may have your reasons for the need to have multiple accounts. You may not face any problems in creating multiple accounts using the same computer and IP, because PayPal recognises the fact that there are public use computers. Your problem may start later on, because each account can only be assigned to a unique bank account. In other words you will have to open a bank account for each PayPal ID. IF I am not mistaken there is also the need for a separate debit or credit card.

After my first PayPal account was blocked for unknown reasons, I had it for more than one year, I registered a different account, with a different email address. Cases of people using the same IP address for PayPal do happen. Three other members in my household have their own PayPal account. We share the same IP, using a wireless router.

you can have multiple accounts in one name. IP does not matter as one can access the account from anywhere.
You are eligible for a Personal or a Permier account AND Business Account in One name.

yes you can, there is no such restriction like one account per house hold like in other sites, create as many as accounts you need , but you'll require the same amount of credit cards if you want your account to be verified.

There is no problem if you have multiple free accounts with the same IP. All that matters is that you need to have different email ids.
