when is a good time for las vegas?

I'm planning to go to las vegas for my birthday in February '10 but i was thinking to myself how the weather was going to be. It usually rains in cali but not sure how the weather is in Las Vegas im guessing cold, so does anybody know what month has the best weather? hopefully around Feb.
