Is this a form of discrimination in the work place?

A taxi driver ask his son, a good mechanic, to apply in the taxi company where he works as a driver after seeing the job opening. The son did apply and was turned down on the basis that the company don't accept two or more members from the same family.
That's the company's policy. Do you think this is wrong and a form of discrimination? I don't know if it is the same in your country but this is widely practiced in my part of the world. There may be few exceptions but very rare.
Any idea?

I think it is wrong. But, i can see from the companies stand point that it might be a distraction. But, if the son is a good mechanic and he was going to do the company good I don't see why it would matter. The father would be out driving most of the time anyway. So there is no reason the son shouldn't be allowed to work there. In the US some companies are like that too. personally I don't like it!!!
