I'm not sure if terming it 'changing static IP to dynamic IP' is correct but yes its possible, and if you don't want to use websites but a more trusted network, try the TOR-VIDALIA bundle for firefox, the addons are available for downloads on the Firefox addons page.

yes, there are many such website or software that help you to visit websites or send emails anonymously by changing or hiding your IP,but many of them can not provide total anonymity,so your IP address may be detected by the websites owners.

If you obtain a private vpn access from a provider, you can hide your real ip and be shown to websites as the vpn's own ip. But free ones does not work properly and is very slow due to high demand. Plus, you need to take care of the cookies. If you buy a vpn account from highly reputable providers but forget to delete your own vpn's, your favourite websites will still recognize you and assume that you've travelled to a different location :) How does that sound? And last but not least, there exist scam vpn providers that opt you to install their world class free vpn software but give you a keyboard recorder in the deepest parts of the software. Hence they copy your passwords. Be aware and surf as you are. Not behind somebody else's ip. just a friendly advise.
