Do you think that videogames could be some kind of art??

A friend asked this question once, and i think that videogames can be some kind of art. You know, make a videogame takes costs and efforts. You have to create a story, characters, places, actions, dialogue, etc. Some guys contract actors to play characters in the videogames. As you can see, creating a videogame is complicated, you have to create and imagine too much. Sometimes the same happens with movies, and some videogames have a great story that is useful to make a movie from it (hitman for example). What do you think?
