No, and you don't know who rated you! This is important, but some disagree. It is your star rating! It pays better to have a high rating! There are some interests here like politics and religion where the people who disagree with them will attack you and make your star go down, this is a fact and I suggest to all to stay away from these areas! No you cannot see who Rates you, and how they Rate you. Because there are so many people posting and responding in here if you could see how everyone Rated each other there would be a lot more problems here than there is already sometimes for sure. But the most important thing to do when Responding back to others discussions on the Discussions you start yourself, such as this, is to remember when responding back to everyone, always Rate them. This way it helps determine what type of Reputation they have, and will have from there. One thing to also remember just because you disagree with something someone in here says, does not mean you Rate them negative unless they were offensive with their postings as well.

Noone can know how they rated you. I only rate with a plus when I get very good answers. As for minus, I use them when old mylotters are violating the site´s rules. They should know better. Take care and welcome to mylot!
