I volunteer at a cat shelter, and out of about 50 cats, there's this one that just HAS to be on your back when you're leaning over. I joke that if you ever want to find Bruce, don't call his name, just lean over and he'll be there.
I have no idea why he does it, as there are plenty of shelves to get up on for a better vantage point. Maybe it's just his preference for attention and to be close to people, instead of the lap!

I think that your cat likes to jump on your shoulder because he or she wants something, maybe to eat, or maybe just to be petted. Cats are very demanding creatures when they want to be. They often don't like to take no for an answer.

Cats are weird like that you never really know what is going through their furry little brains. I liked my cat but you really never knew what he was thinking about.
I think thye just try to find the most effective way of getting what they think they want.
