Does freedom leads to peace?

One is free the moment he decides to be. But does it always leads to peace? On my point of view, if the choice is right, peace is being attained. Yet on the other hand, if its wrong then conflict may arise that may lead into another struggle to be set free. We have the ability to choose what should be but we have no control of the consequences the action might bring. what do you think?
