Have you ever taken help from Vigilance Department?

We all give bribes to government officers in our day to day life. And it has become a very common, day to day habit. But have you ever tried to fight for your rights? I mean, have you ever complained to the Vigilance Department ? I want to complain about my younger brother's School, which is asking for Rs 2000 to give Passing Out Certificate. Its not matter of money, but of that of our RIGHTS !

Ok ummmm.......... Where do you live??????? I mean it is hard to grasp what you are saying. I am from the USA and we don't really bribe our government officials. we dont have hardly any interaction with them actually. The only time you will ever actually effect their life is when you go and vote for them. If i had a better ide of where you lived i could give some better advice.
