Pay for expired referrals on Neobux?

I read this message from neobux that they are starting to charge people for letting their referrals expire. I was wondering if you agreed to pay for it or did you disagree?? I am a standard member and they said they were going to charge $0.02 per referral you let expire. It just sounds like a cash grab since the rented referrals they give me don't click that often. Thanks for any help.
