You need to have a checking or savings account attached to your paypal that you can transfer money to or a preloadable debit card that you can send money to. I don't know if there is any kind of a minimum to transfer. I transfer to my bank account all the time but I do usually transfer a little more than 5 dollars.

You need atleast 10 dollars as well as a bank account with BIC or IFSC code. Pappal will charge you 50 rupees for transfer your money into your bank account.
