How can I keep my hair from being so frizzy?

I got a perm a few months ago, and it looked pretty, and it didn't seem to do much damage. I made sure to use a moisturizing shampoo and conditioner and used leave-in conditioner, and my hair is still shiny. Now the perm's starting to wear off, and my hair's just really wavy and not so much curly.
But every day when I wake up in the morning and comb my hair, it's really frizzy. And if I don't comb it, it looks very stringy and awful. I have used 2 or 3 hot oil treatments on it over a few months, and it made my hair shinier, but the frizz is still there. A few days ago I tried an "anti-frizz" product from Tresemme, but it didn't work, either.
Is there any way I can make my hair less frizzy without spending a bunch of money on products?

Hi :) I use a product called Sunsilk Hair cream, and it can be used on both damp or dry hair, as needed, especilly on the outer parts and ends of hair. I get the whole line at Wal-mart or Kmart...shampoo, conditioner, and hair cream "moisturizing." It comes in the pink bottle, and is only $3 per item.
I love the smell of it, too.
