Hi craicha,
Even i have seen people texting or talking on the cell phones while driving, This is very dangerous and cause many accidents, minor injuries etc. Though they make the rules and regulations, none of them will follow, which leads to many problems.
And the Government authorities should take a strict action against the people who doesnt follow the rules.
I will not speak or text while driving or crossing the roads.

In my country, England, it is against the law to talk or text on a mobile phone whilst driving and whilst parked with the engine running. Also, you must stop in a safe place (not a hard shoulder or on double yellow parking lines) to take your telephone call. While hands free kits are still allowed at present there is also lots of rules and regulations regarding this.
I believe the law is very firm here and for valid reason, I would never drive whilst texting or talking on my mobile phone and I just ignore a call or a message if I am driving or even if I am directing someone who is driving.
Life is too much of a precious gift to waste so carelessly just to answer a phone call or deal with texting a friend about last nights TV or something similar.

I once have had bad experience with this habit: hit a famous world-brand car which stop for red-signal in front of me. I have to pay for repairing his car almost 1/4 of my car's price. Since that accident, I've never used my cell-phone while driving anymore.
