Two PayPal accounts

Is it possible to have two PayPal accounts using different email addresses? Is it allowed by PayPal? I have been scammed by someone and my PP account has a negative balance that I am slowly paying back (PP did nothing to help me with the scam), but they keep freezing the account so I can't put money in, thus can't pay off what I owe them. Every time they do this it takes weeks to get them to remove it, then it's back in a few more weeks. What I would like to do is have a second account so that my online earnings can accumulate there, and when they are in a good mood and will let me receive finds to my frozen account I can then transfer the balance over toward the balance owed. It's so frustrating to be trying to pay them and they just make it almost impossible. Most of my earnings come from sources that will only pay via PayPal, and I need to use them to pay this off.

Yes you can. I have two PP accounts linked to different emails. What you can't do though, is to use the same credit card and bank details with both accounts.

By doing as suggested you would be effectively pretending that you are two different people. This would be fraud and PayPal would be justified, according to their Terms and Conditions, in taking legal action against you, if it were discovered.

I have a business premier account, I was thinking of opening a personal account. No intention of defrauding them.

You can have a Personal and a Business account but having more than one account of the same kind is not allowed. You certainly need to speak to a senior person at PayPal to see what can be done about your negative balance. If you haven't already phoned them, you should do so, rather than contacting them by email, and insist that you speak to someone with the proper authority. This may take some tenacity and patience (and several calls).

Yes, that's the case, and one of my two accounts is dormant. I suppose that I should really close it down as it's never used now.

I call them every time they freeze it. I get "oops, I'll fix that right away." They do fix it, but then it gets frozen again within a few weeks. They tell me it's automatic based on my neg balance. I just want the 2nd account so I have somewhere for my earnings to accumulate until those brief "unfrozen" moments happen when I can put it toward my balance.
