From personal experiences in learning any language. It is much easier if you repeatedly use the language often. Correcting your errors on the way. Have a dictionary handy should you come up with any terms you don't quite understand and a thesaurus that helps you express yourself better. This is just for reading and writing. With speaking fluently try listening to audio material or any one you prefer and simply attempt to talk like how they talk. Be careful not to pickup too much slang or bad habits if they possess any. There is different accents of English from different areas in the world. Much like the different regional dialects in China.
