buy a shotgun. Or drive a 3 tonne vehicle at 65/70mph. You're not responsible enough to drink a pint in the pub, but you can carry a shotgun round or drive a vehicle, both of which easily have the potential to kill someone. Seems the wrong way round to me

that's one reason why my bro and his friend waited until they were both 21 to go over the u.s.a. on the harvest trail. so they could at least go to the pub. people will always break the law regardless of what age you have it set at.
