ICC asked for sporting wickets!!

Recently in Champions trophy and in Champions league due to some low scoring matches, ICC has asked its member nations to change its pitch to a sporting one so that it could be a high scoring matches, do you think this is necessary to do so?. I think this is ridiculous from ICC, there should be pitches which favors bowlers!!
