Can we believe those free Referral Builder sites ?

Hi friends ,
On browsing i have seen in google some of the free referral builder sites. I donno on what basis they are working . But they are assuring like we build free referrals for you like that. No idea what they are gaining from that. I want to get clear like is these websites a scam or genuine ? Really does these sites build referrals for us ?
Can you refer some sites for building the referrals genuinely ?

Don't believe such sites,They are making us to register in the down line of the paid members only ..Very rarely, they are offering some sign ups to our site and unfortunately, no one is active in our site.It seems they are making the sign ups themselves in our down line.If you are ready to be a paid member, you may get the referrals (innocent free members). Apart from that, I don't find any use from them..I became inactive in two of such sites in the recent days.

Thank you friend for your response. I think you are correct . Those sites are trying to cheat the people who have a desire towards online earning. I was already cheated by a number of scam sites. They are using the innocent free members for their earnings. Thank you for your response
