DOES buxanna.com was a scam??

Last week I have send an email from the admin of a mailing list that I have joined.They told me to register to a newest PTC named Buxanna.com, $0.01 per click.My question is, did they scam??
To early I guest to make this, but hope someday there is someone who search for this and want to share their experience.Thanks.
