Do you think Q&A implies a persons knowledge or a discussion

Do you think that question and answers session is the best way to make out the knowldge levels of a person on a certain topic or a discussion makes it easier to understand if the person has knowledge about the topic?

I don't know about it. But for sure I realize I can put a good question but I can't answer nicely because I can't put words right.
