Do you agree with "A government governs best...?"

Do you agree with the statement that a government govens best which governs least?
I think this is quite true and this principle also applies to the administration of a company.
right now, I am working in a company which is supporting too many administrators. The boss has never realized that the more administrative staff he employs, the less efficient the company is. The company is actually a big chain language training center. At such training center, the language teachers should take the lead with some service staff and clerical staff. But things are quite different in this school, which is very very weard and different from other training schools.
We have so many newly appointed "Supervisors", so many "managers", so many chief officers. But what they actually do is not functioning well. They just wander to dig up potential "Problems".
Let me give you an example. Today, one of our teacher was fined 5 bucks simply because she was wearing the working blue suit and white shirt, but grey shoes. The suit is short-sleeve, so is the white shirt. Now it is -7 degrees celcius though some classrooms are air-conditioned. I don't think her shoes has something wrong. but she was fined only because she wasn't wearing black shoes ! she was so angry that she almost quitted the job !
I can totally understand her feeling but can do nothing but pityful.
see? A teacher at a teaching center is pressed in an absurd way, how could the quality of teaching be ensured? Does a pair of grey shoes really matter for a company's image?
Thus, I think these administrative staff are those with little ability but only ability to make a fuss and picky. Gee!

I don't agree with that at all when it comes to government. The fact remains that the majority of the population is little educated, fanatical, and for all practical purposes a "mob." The smaller number of people there are running things is more helpful.
However, just because a smaller group of people (not a single person like a dictator) works more efficiently doesn't mean they should stay out of things. People as a general rule are stupid. They don't have experience running anything, least of all a country. Therefore, I think if you truly love your country, you shouldn't trust the random man or woman on the street to act as their own government.
