Which should prevail in Justice? Moral or Legal obligations?

I know of a young man who was assaulted indecently by a pastor. The young man sought counselling which he paid for himself. When he contacted the pastor's bosses, they said they wanted to help, but refused to pay anything towards the cost of counselling unless he produced invoices, detailing the date, times and costs of all the counselling.
Unfortunately he cannot provide this information - and so is left out of pocket due to the abuse he suffered.
Which should prevail in this case? The lgal obligations or the moral obligations?

I would think if he went to a mental health agency or a private counselar you could get proof you went to the counselor. If he really got assaulted by a pastor then why would he not have called the police immediately?

His church's superiors should at least have approached the pastor about this conduct,but without any evidence other than his word, I see nothing else the law, or the church could or should do.
It's a sorry state of affairs that we have people in positions of trust that take such advantage as this.
