Why does the sentence "I love You" desperately seeks an answer?

During our elementary years, our English teacher taught us that among the kinds of sentences namely declarative, interrogative, exclamatory and imperative, only the interrogative one needs or seeks for an answer. It can be either yes or no question or the wh- one. Common among lovers, couples, friends exchanging the words I Love You. Every time you tell somebody this three little words, it is impolite if you didn't even bother to respond back by saying "I Love You Too". Among lovers this three words can even break someones heart. But have you ever thought why this sentence (I LOVE YOU) desperately seeks for an answer while in fact it is not even a question???

Well, i believe that "i love you" does not need to be answered "i love you too" all the time. This can be answered negatively or can be answered by a statement. I dont think i can say i love you to a person i dont really love.

It is because loving someone is the greatest feeling that a person could ever have,he longed for that person and hoping that she will loved him too. it's not easy loving someone who doesn't have love for us.
