Getting referrals?

Does anyone know a site or something where someone will sign up for your site and then you sign up for theirs? I go on quite a few sites and I am willing to sign up and be active on more if people would sign up under mine, or even go and visit some of my Ehow articles and rate them and leave comments. But I don't know where I would find something like that. Like I could list all the sites I AM a part of, and then have a list of sites I want others to sign up for. So someone who sees that I am NOT on the site they want me to sign up for will sign up for one of my sites, then I will sign up for theirs. Make sense? Anyway, just wondering since it can sometimes be hard trying to find people who aren't a part of the sites you want them to sign up for.
