are they sincere?

recently i have been seeing some programs being offered as google affiliates and they require thay you pay to join and promote the sites. my worry is. are they part of google or are just using google to authenticate their scams? has anyone noticed this. why is google not taking action?

Warning, Warning! Scam ahead. If they are requiring you to pay something to join. Then it's a membership site or a scam. Steer clear or your money will disappear.
