improve-alexa-rank.com? I wonder these site they received payment but temporarily disabled cashout. ANOTHER SCAM? please comment who are member of these site

Sorry we can not yet judge them because I am also a new member of the site. Perhaps we should wait a little bit longer before trying to rate them as either a scam site or legitimate.
